Organizational change management is highly dependent on leaders. However, more research needed how leaders react and interact with employees throughout organizational change, especially in the public sector. Current commonly employs generalized beliefs, such as leadership behaviors, which frequently contradict each other, to explain communication during transition. Therefore, this study aims explore was conducted transformation. This used qualitative, interpretive, case approaches examine two organizations prepared for integrated into a brand-new government agency. The sensemaking viewpoint utilized investigate managing change. Twenty-seven participants from various levels were interviewed obtain holistic picture of communication. article contributes our understanding by illustrating integrate bracketed information relevant sources, select statements, reconstruct mindsets through navigate discourse within an organization.
